| Purpose of
Teen Soccer Club |

The
Teen Soccer Club is continuation of house/recreational soccer for high school-age players in
Arlington and Falls Church.
The Teen Soccer
Club of Arlington provides teenagers with fun, fair, and safe recreational games.
The Teen Soccer Club is a member club of the Arlington Soccer Association.
All games are played in Arlington and Falls Church on Saturdays & weeknights.
Teen Soccer has two age divisions U15/U16 and U17/U19 for high school players. But decisions on age groupings depend on the number of teams each season.
Travel players are allowed on Girls Teen Soccer teams.
Teen-coached teams are allowed. But teen-coached teams must have an adult manager to
collect fees and make sure players show up at games.
Teen Soccer is the league for the recreational player -- the boy or girl who
plays one game a week and makes a few practices. Aggressive behavior, attitudes, and play are not appropriate in Teen Soccer. They may be
expected in travel and school games, but they are out of place in our club. If a player
cannot understand this difference, we'll return his/her money and drop them from the Teen
Soccer Club.

Friendship League |
|
The Suburban
Friendship League (SFL) is an independent recreational soccer program for teams throughout
northern Virginia and DC.
- Some Teen Soccer Club teams play in SFL.
- Teams in the SFL play 8 games - 4 home games in Arlington and 4 away games at opponent's
field somewhere in DC and Northern Virginia. The League has an end-of-season tournament.
- Deadline for entering teams in SFL is usually two or three weeks before the start of
school in the fall and similarly early for the spring season.
- The Teen Soccer Club assists coaches and managers in entering teams.
- Player fees: The Teen Soccer Club charges $50 per player.
- The Arlington Soccer Association provides game fields and referees for the four home
games.
- No travel/select players are allowed on SFL teams. There are no exceptions.

| Costs |
|
Teen Soccer
Club fee - $30 per player.
- Fees pay for ASA player insurance, referees, soccer balls, data entry, some
team supplies, awards, end-of-season party, and Teen Soccer Club administrative costs. No
jerseys included. All Teen Soccer Club managers and coaches are unpaid volunteers.
- Coach's kid is free.
- Coaches determine any scholarship cases -- generally just one or two per team.
Suburban Friends League fee - $50 per player.
- Fees pay for SFL team fee, ASA player insurance, referees (1 center and 2 assistants),
equipment, and Teen Soccer Club administrative costs. No jerseys included.
Donations:
- Coaches and managers should encourage
parents and others to donate to the Teen Soccer Club. Donations are used solely to
pay player fees for players unable to pay.

| Registration |
|
Three items are
needed to obtain a player pass:
- Registration Form:
Teen Soccer Club Registration Form signed by parent or
guardian. (The registration form is available on the Teen
Soccer Club website.)
- Player fee
Check or cash. (Checks made out to Arlington Soccer Association.)
Players who do not pay by second game do not play.
- Photocopy of proof of age
( Proof of
age is no longer required for players who have shown proof of age for previous ASA recreational
or travel teams.)
Birth certificate, passport, resident alien ID card
(green card), military ID (DD Form 1173), previous US Youth Soccer player member pass,
driver's license, Board of Health records. Unacceptable proofs of age are: baptismal
certification, hospital certificate, and school records.

| Rosters |
|
Before the start
of the second game of the season, team coaches or managers submit a signed Arlington
Soccer Association "Team Roster" to the Manager of the Teen Soccer Club. Coaches
give copy of roster to opponent coach before each game.
Note that
a player must appear on the
roster to be insured. |

| Game conduct |
|
Three people -
the two coaches and the referee - are responsible for the conduct of the game. |
Coaches |
|
Introduce
yourself to the referee and the other coach. Pre-game time is hectic, but please take time
to get to know each other. Have one copy of your roster at each game for the
other coach.
Coaches enforce safe and fair play.
- Remove disruptive and dangerous players.
- Enforce penalty cards:
- Red card - One-game penalty.
- Yellow card - Remove player for
a minimum of 5 minutes.
(Make sure player has calmed and ready to play safely and fairly.)
Two yellow cards - One-game penalty.
Control parents & spectators:
There are no field monitors for Teen Soccer Club games. Therefore, coaches are responsible
for all behavior on their side of the field, including players, parents, spectators and
others.

Referees |
|
Referees for
Teen Soccer Club
games are provided by the Arlington Soccer Association.
- Coaches must
support the referees. They need to teach their players
that, as in life, some decisions go against them.
- Coaches must give a cooling off period to any player that presents a potential threat to
the referee's ability to manage the game.
- Coaches should report any problems with a referee to the Boys Competition Manager or the
Girls Competition Manager.

Number of Players |
|
Teams must
have one player to start a game. (This is a variation from ASA rules, which require 8
players.)

If one team does not have enough players to reasonably field a side by game time, teams should
divide and play. Guest players may be recruited from other Teen Soccer teams.

Referee gets paid, but will participate regardless of how the teams choose to make sides.

Coaches will mutually decide how to report the score in games which involve guest players.

Game length |
|
Game length is
30-minute halves.

If schedule is running behind, referee will talk to coaches and
then shorten
the game.

|
The Teen Soccer
Club uses the ASA rulebook. The exception is the one noted above regarding number of players. |

The home team
provides the game ball. |
Linesmen |
|
Each team must
select
a volunteer linesman to help referee:
They run half of field (their right).
They should signal out-of-bounds to help referee.
They should stay even with the last defender to provide a visual key for referee to
judge offside.
They do not call offside; they only aid referee.

| Equipment |
|
The Teen Soccer
Club has limited funds for equipment.
Many coaches come into Teen Soccer Club with
equipment. Teen Soccer Club can buy 2 or 3 practice balls and other equipment.
Teams must provide their own jerseys. |

| Kid Safe
forms |
|
At the start of
each fall season, adult coaches and co-coaches must complete an Arlington Soccer
Association "Confidential Kidsafe Certification" form.
Submit form to the
Manager of the Teen Soccer Club.
Teenage coaches do not submit forms. |
